Europe experienced widespread relief on Monday, as the tension triggered by the announcement of a new comprehensive peace framework for ending the war appeared – temporarily – to have been defused. A senior US official spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its countermove: a renewed assault of aerial bombardment on Kyiv.
The Cycle of Diplomacy and Destruction
The succession of contrasting events captured the grim essence of the current period. By day, diplomatic battles are waged: optimistic declarations are delivered from various governments. Significant resources is allocated on containing certain initiatives. By night, the Kremlin brutally reminds the world that, for them, conflict continues to be the primary tool for achieving "peace".
Nocturnal Warfare
As the offensive unfolded into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is equipped to monitor missile launches from enemy soil, a ability enabled by current data. From witness perspectives, defense planes that had been scrambled to counter approaching aerial threats roared overhead – advanced fighter aircraft delivered to Ukraine by Western partners.
Soon thereafter, Kyiv's anti-aircraft weapons activated: defensive missiles fired to intercept a incoming threat. This was a sophisticated defense system at work, probably provided by allied countries. Every launch creates sudden vibrations, rattling buildings. The moment of terror quickly transforms into grim resignation: perhaps the incoming missile won't cause damage this time, preventing destruction from ruin and further power outages.
Continuous Dangers
Following this, a heavy machine gun engaged a unmanned aircraft somewhere nearby, part of a mobile-fire group – almost certainly Western-made equipment. Unfortunately, the projectiles didn't strike the hostile drone – it maintained course toward its destination.
Intermittently, this persisted until dawn. Kyiv faced the early updates: seven people killed, damage and heating outages in many homes as a result of the nocturnal offensive. As customarily, everyone still maintained normal activities – living the war. But those full day encapsulated Ukraine's critical military reliance on international aid – a dependence that European nations are evidently unprepared to replace in the near term.
Failed Diplomacy
The comprehensive proposal from American leadership provoked deep reactions, discussion and profound anxiety – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and multilateral gatherings.
Every new initiative from American administration follows the consistent cycle: a negotiation push against Ukraine, which Kyiv, with other European capitals, effectively counters. They manage the tension but never actually achieve victory. This pattern will, certainly, persist.
Political Considerations
It is easy to blame certain parties of repeatedly advocating Moscow's conditions. But that does not seem to be the whole story. US administration functions according to a premise familiar among experienced diplomats: you cannot win at the negotiating table what you have failed to defend militarily. The White House assumes that it is impossible to force Russia to surrender the land that it currently occupies in Ukraine's occupied territories.
The challenge is that while acknowledging this situation, Washington does nothing to prevent Kremlin actions, through statements or actions, from thinking that the current condition will not evolve additionally in its favour in the near future.
Divergent Views
Therefore, Russian leadership is certain that duration works to their advantage – that Ukraine and its partners are approaching exhaustion. Their reason to accept conditions that does not give them the largest achievable advantage is virtually nonexistent. There may be numerous efforts to stop fighting, but they will continue as long as Russia's government remains highly assured in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, progressively conceding lives and land but preventing a entire defensive failure until circumstances change in its benefit.
Existing Situation
Factually, there are no genuine requirements for a ceasefire. Now, subjective factors are entering the equation: personal goals to broker a ceasefire and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the country's interests against any proposal Kyiv finds unsuitable, so that their priority does not shift toward internal issues. And although their mission will now be significantly challenging after current events, it remains highly unlikely that this will modify their basic position.
These two forces are influencing discussions.
Assessment and Future
It took a just a single week to terminate the proposed articles of the most recent proposal. Forceful and unpredictable management of the matter by American leadership, opposition by Ukraine and the remaining European nations, along with soothing efforts of negotiators, and finally, current information leaks, all achieved their purpose.
While new initiatives based on previous concepts are forthcoming, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are based on Russian demands and demonstrate certain reluctance to change the course of events, if they maintain solidarity and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the foreseeable future, largely rely on sustained allied backing.
